In connection to the reconvened 58th Session of the Commission on Narcotic Drugs in Vienna, ECAD and Drug Policy Futures organize a side event "A coordinated criminal justice and health response to drugs" in Vienna International Centre on December 10.

Criminal Justice system plays an integral role in drug use prevention by protecting public safety, reducing the availability of drugs and discouraging use in the population. It can also be a powerful vehicle to promote recovery by leveraging its sentencing authority to promote treatment, healing and overall recovery of individuals, families and communities dealing with drug use.

ECAD launches a new project in the Baltic Sea region focusing on preventing illegal substance use, namely Spice, among the youth. The project addresses Spices as the common challenge identified by ECAD partners in the Baltic countries and in Belarus, in the recent years; and is financed by the Swedish Institute.

The project, Baltic Spice Alert, was born out of acute concerns raised by many professionals in Riga, Tallinn and Stockholm about the recent experimentation trend with synthetic cannabinoids (Spice mixes) among younger teenagers. The trend had had lethal outcomes in many cases among 14-15 year olds in the Baltic Sea region and beyond.

Also, the latest EMCDDA report (2015) reveals highest substance mortality rates in the region in Estonia, Sweden and Latvia (compared to other EU countries), which had in many cases to do with the unknown synthetic mixes. This trend clearly undermines security and social welfare of each city in the region.

ECAD is now forming a "core group" for the project, consisting of social workers, police and rehabilitation specialists, school coordinators, political actors, NGO representatives and students in the countries concerned.

We aim at improving institutional collaboration between the countries and the professionals concerned in order to reduce the use of Spices and to improve the health and social aspects of life in the cities. This can spin out to thematic cooperation between our partners and/or become a bigger project in the long run.

The first conference/seminar will take place at the end of January 2016 in Riga.

ECAD next Mayors`Conference

Proactivity beats Reactivity -
Examining the evidence for sound drug prevention in our cities -

will take place in Stavanger, Norway, on May 9-10, 2016.
The venue is Radisson Blu Atlantic Hotel at Olav V`s Gate 3.
The 23rd ECAD Mayors` Conference will focus on how we should improve drug prevention efforts. Science tells us that investing in prevention works and can spare us from future problems, but it can be difficult to translate that knowledge into concrete action. However, the cities possess a rich pool of experiences and best practices that will be presented at the conference.

The conference will focus on early intervention in drug prevention, child crime prevention and prevention of substance use among middle school students.

ECAD Secretary General holds a presentation on the Future of Drug Policy.

It is also an opportunity to take up the Icelandic model of evidence-based prevention and the success of Youth in Europe Prevention programme that will celebrate 10 years next year.

Kaunas is one of 25 municipalities that takes part in Youth in Europe prevention programme; it runs in 13 languages now and is still open for other cities to join.

ECAD's activities from year to year culminate in the annual ECAD Mayors Conference, hosted by a distinct ECAD member city every summer. Councillors and other politicians and policymakers convene with academics and civil society organizations to participate in seminars and study visits, discussing the latest developments in drug prevention efforts throughout Europe.
