The UN Conventions on Drugs and the UN Conventions on the Rights of the Child form the basis for a global, restrictive and active drug policy. However, such a drug policy cannot be carried out without support from the Member Nations, NGOs and other interested parties.
ECAD is now one of the strongest organisations supporting the UN Conventions on Drugs and the UN Convention on the Rights of the Child.
Stockholm took the initiative in 1994 to establish ECAD. It is a great pleasure for me to be able to invite you to the 10th Mayors' Conference of the European Cities Against Drugs in Stockholm, 15 - 17 May 2003.
I look forward to meeting you and your colleagues in Stockholm in May 2003.
