Swedish treatment of drug abusers is co-ordinated by the social welfare services, which has a legal responsibility to investigate and plan treatment for drug abusers. In most places the services are divided into sections for adults and youths. The sections are usually responsible for working with addicts on the streets. Co-operation with other authorities and NGOs is, of course, expected.
Funds have been substantially cut for the social services in Sweden during the 1990s, as well as for treatment alternatives. However, professional groups are still in place.
During this study visit you will have the opportunity to meet with one such group at Södermalm in Stockholm. Members of the group will tell you about their work and experiences. Law enforcement officers along with NGOs will be present at this study visit as well.

Klara Police Station is situated in the Centre of Stockholm, near the Central train station.
The area has only 4 500 inhabitants but the flow of people round the clock is intensive: some one million people pass by every day in the heart of the business and shopping district.
One of the main tasks is to fight open drug trafficking at Sergels Torg - a "node" of Stockholm's day and night life.
