Dear participants
in the Second International Balkan Conference against Drugs,

In the beginning of the new millenium, the world problems impose maximum degree of cooperation in implementation of social changes in society. Mankind stands against hazards of extreme scale. Our main goal is to guarantee the quality of life to our children through all accessible scientific and technical knowledge.
Narcotic substances and dependency they cause oblige us to undertake active measures to limit their distribution and use. In order to prevent anything, we should know what it is. Only through good knowledge of the reasons that had lead to different deviations, it will be possible to efficiently prevent them. Drugs create fictitious welfare and perfect world - it is only a temporary illusion. Overcoming them is a hard, but necessary process.
It is time to stand up together against this event that could turn mankind into a sand castle ready to collapse in front of us. Our responsibility towards the young people obliges us to secure life without drugs and to save the future!
In Burgas Municipality, we apply the experience of ECAD - European Cities against Drugs and we expect more cities of the Balkan Region to join our effort.
Recognizing the significance of the use of narcotic substances, we shall offer to establish on the Balkans a network for the struggle aganist drugs on. We hope that the established contacts and the already set up partnerships shall enlarge and we will succeed in creating an efficient system of counteraction aganist drug abuse.

Conference shall be held on June 26 and 27, 2003 in the town of Burgas.
