Ladies and Gentlemen,



Drug problems are an enormous challenge and are very complex. It is important even if it is only minority that uses drugs.
We have so many interest groups to work against.
Groups who have economic interest and are doing everything to sell their products keep the customers and receive new ones. It’s big business, unfortunately. Others have to pay the costs.

We have countries that depend on the production of drugs for their farmers.
In the past we had producer countries and consumer countries. Not any longer. Today we still have countries depending on these products. All the organisations in these countries do not want to lose their business.

Today the numbers of synthetic, chemical products increase and the legislation have no chance to declare all these new products as drugs.
Some of the products are very easy to grow even in our country. Illegal of course.
The low prices, and easy availability, tempt and attract the young people to try. Group pressure, it is exciting, and they say that was nothing and it is no problem for me to stop. Already now the have new potential customers. The sales organisations have reached their goals. It is a world-wide profitable business and we need all our strength to stop them.

All this must be stopped but we have very strong organisation to work against.
So for us it is not question weather it is possible. It is a must.
Local participation and work is the base. Locally it is important to have plans and projects for prevention and involve parents, school; also the young people and all local organisations in our society need to be included. Stop them here.
The whole society is suffering when people use drugs. Crime, robbery, murder, family disaster and so on. It is important to work with the young so they don’t destroy their life. Treatment is a must for these who abuse. Try to convince people to accept a treatment but you can’t treat a person, who doesn’t really want to. If we can convince people not to start, no treatment is needed.

That’s why it is a must to work together and declare the full support of our drug policies and maintaining the restrictive drug polices locally, as well as on national and international. We can’t do too much. It is an everyday work.
We politicians are also depending on our employees, devoted employees. And we have and they like their job.
The pressure from the drug liberal forces around the world, are very strong and

Unfortunately we can sometimes see mass media glorifying the liberal view and try to change people’s opinion.
Drug abuse is a global problem and is a challenge, which demands joint solutions, and we must declare the full support of UN conventions and our ECAD declarations.

So, take all our knowledge and experience inspiration back home from these two days and use them and continue to work together.
